An attempt was made to bring about a reconciliation through the calling of a secret conference between Krestinsky, the Soviet Representative and Langaroscanu, the Roumanian Representative. Krestinsky, however, refused to participate. He insists upon a plebescite being held in Bessarabia while Langaroscanu demands the recognition of the status quo as a preliminary condition of the negotiations.
