The Council of Europe was urged today to take the lead in creation of a new Marshall Plan for the Middle East, with the participation of the United States, which could rescue the area and establish peace and prosperity in that part of the world.
The proposal was made by Paul Struye, president of the Belgian Senate, in an address before the Consultative Assembly of the Council, in which he discussed the present situation in the Middle East and stressed that a primary requirement in any solution would have to be that every member of the United Nations fully recognize the right of every other member to an independent existence. The Arab states, he said, must be brought to recognition of this fact.
Jerusalem, the Belgian Catholic leader said, must not be divided again and some form of internationalism or extra-territoriality must be found for the holy places of Jerusalem, Nazareth and Bethlehem.
