A bill eliminating national origins quotas altogether but retaining a ceiling on the total number of newcomers was submitted today to the House Subcommittee on Immigration and Nationality by Congressman Richard Schweiker, Pennsylvania Republican. The bill would establish an immigration preference schedule based on skills and talents needed by the American economy rather than on national origin.
