The new immigration law has not altogether smooth sailing. Courie du Mania, influential Brazilian newspaper, ridiculed the project, pointing out that Brazil needs immigrants, particularly skilled workers of all types, and that using any given year as a yardstick was unfair. “We must not follow the bad example set us by North America,” the paper concluded.
