The Tripartite Declaration of 1950, guaranteeing the borders of the Middle East states, still is effective as far as Israel is concerned, Foreign Secretary Selwyn Lloyd reaffirmed in Commons today.
In a discussion of Israel’s position vis-a-vis passage through the Suez Canal, Mr. Lloyd said that the Egyptian Government had accepted the six principles outlined last October in the Security Council. That, he continued, “means the canal should be opened to the shipping of the whole world. That’s the position and that’s how we leave it.”
Mr. Lloyd said the British Government hopes that United Nations Emergency Forces will not withdraw from their positions in Egyptian territory before there is a real settlement. “All governments should have a firm and united policy towards the problems of that area,” he told a questioner about Anglo-American views on the Middle East.
Speaking of the role of UNEF in keeping peace along Israel’s borders, Mr. Lloyd cited a General Assembly resolution of February 2 approving a report of Secretary General Dag Hammarskjold suggesting several actions to be taken after Israel’s final evacuation
