Canton Plans Hit; State Held Balfour Declaration’s Aim

Proposed schemes to divide Palestine into cantons are not in accordance with the terms of the League of Nations Mandate, the Royal Commission was told last night by Leonard Stein, legal adviser to the Jewish Agency for Palestine.

Continuing testimony begun New Year’s eve, the London attorney insisted that the Balfour Declaration, which committed Great Britain to promote development of a Jewish national home in Palestine, meant ultimate development of a Jewish State.

Mr. Stein emphasized that consent of the United States was needed to effect changes in the Mandate, in accordance with the Anglo-American convention ratifying it.

Replying to a question by Lord Peel, chairman, Mr. Stein said that a Jewish majority resulting from uninterrupted immigration would be consistent with the Mandate.

Sir Horace Rumbold apologized for having remarked at a previous session that Jews were an alien race in Palestine, explaining he meant they were aliens to the Arabs.
