The House Committee on Immigration has adopted an amendment providing for the admission of Japanese who come to the United States on behalf of their Government, for the purpose of strengthening the commercial relations between the two countries. This provision was adopted to conform with the objections of Secretary Hughes who pointed out that the Japanese exclusion feature amounted to a disregard of our treaty obligations.
Secretary Hughes objected on the same grounds to the provisions that tended further to restrict immigration from Italy and other Southern countries, but action was limited only to the Japanese. The 1890 census basis for the 2% quota femains unchanged as yet.
