Condoleezza Rice welcomed Israel’s decision to allow Palestinians in eastern Jerusalem to vote. “Holding free and fair Palestinian Legislative Council elections on Jan. 25 represents a key step in the process of building a peaceful, democratic Palestinian state,” the U.S. secretary of state said Wednesday.
