Congress Hears Plea for Oswego Refugees; Action of Canada on Refugees Cited As Example

A plea for a “uniform policy” permitting the refugees at Fort Ontario, in N.Y., to apply for permanent residence in the United States as made by Rep. Samuel Dickstein of New York in a speech in the House of Representatives.

Rep. Dickstein said that the Canadian Government has very recently admitted to citizenship 3,500 refugees who had entered Canada similarly to those now at the shelter at Oswego. He aeclared that the refugees would not be welcomed back in any European country and added that the responsibility for settling them in this country rests with the executive branch and not with Congress.
