Congress today completed passage of legislation authorizing a $4, 086, 300, 000 Mutual Security Bill, containing an amendment intended to help lift the United Arab Republic’s anti-Israel shipping restrictions.

The amendment expressed the sense of Congress as desiring severance of aid to countries that block the freedom of the seas. It is up to the President to implement the amendment or ignore it.
