Horatio J. Abbott, Democratic national committeeman and internal revenue collector here, announced the appointment of Edward Frensdorf, prominent Michigan Jewish Democratic leader, as deputy commissioner of the Land Bank Division, a unit of the Farm Credit Administration headed by Henry Morgenthau, Jr. He will be assistant to Albert S. Goss, head of the division.
