The Bavarian Restitution Office cannot legally pay out 8,000,000 deutschemarks of some 19,000,000 allocated by the Bavarian Government for satisfaction of the claims of victims of Nazism, Dr. Franz Zdralek, head of the Restitution Office, has told the government. Dr. Zdralek reported that because of an inadequate legal staff only a small percentage of the indemnification claims have been officially approved, and until they are funds may not be paid out.

The Federal Parliament has ratified the Convention on Human Rights and Freedoms adopted by the Council of Europe, it was reported here today from Bonn. All political parties represented in the Bundestag, except the Communist Party, welcomed the convention.
