The Miami Beach City Council approved unanimously an ordinance outlawing all displays of the Nazi swastika and the Communist hammer and sickle on the Beach.
Councilman D.L. Powell, former mayor introduced the resolution for such a ban. Councilman Melvin Richard offered a resolution “to lend every aid, assistance and cooperation” in Dade County and Miami efforts “in the elimination and extirpation of the odious and reprehensible practices” of groups and organizations using the two totalitarian emblems.
Howard Dixon, attorney for the local branch of the American Civil Liberties Union, opposed passage. He urged that the Council adopt instead an ordinance to eliminate “discriminatory practices in places of public accommodation” in Miami Beach.
