Dr. Arieh Tartakower, member of the executive council of the World Jewish Congress, was appointed director of the Latin American headquarters of the W.J.C. here to succeed the late Dr. Jacob Hellman, it was reported today. He was given a leave of absence from the Hebrew University and will take over his new functions next month, the report said.
