The forthcoming appointment of Edward A. Filene, prominent Boston industrialist and philanthropist, interested especially in labor questions, to the Hoover cabinet to succeed Secretary of Labor James J. Davis when the latter retires, was forecast as a certainty in reports current here.
It was declared that under the arrangement between President Hoover and Secretary Davis, Mr. Davis had agreed to remain in his post only for one year and early relief from his duties would be welcomed by him. In other quarters the report of Mr. Davis’s forthcoming retirement was denied.
