A declaration in behalf of the English Students’ Federation will be read, probably on Thursday, before the International Students Congress in session here, against the practice of a numerus clausus limiting the number of Jewish students in universities and colleges in Hungary and Roumania.

An effort on the part of the Roumanian delegation to have one of its members elected as vice-chairman of the Confederation of Students Organizations will be blocked, it was stated today following a meeting of studert groups who have espoused the cause of Roumanian Jews. It is stated that the entire delegation of Australian students and a large part of the English and Norwegian delegation, as well as some of the German and the Austrian, are supporting the program which aims to brand the anti-semitic actions of the Roumanian students.
