The League of Nations is favorably inclined toward the proposal advocated by national minorities leaders in Europe for the establishment of a permanent National Minorities Commission, declared Dr. Guiseppe Wilfan, leader of the Slovanian minority in the Italian parliament.

Dr. Wilfan, who is the president of the National Minorities Congress, is here in the interests of the movement. When interviewed by the correspondent of the Jewish Telegraphic Agency, he stated that the fifth minorities congress will be held in September of this year.

The permanent minorities commission to review the complaints of the national minorities whose rights are guaranteed under international treaties would function along lines similar to those of the Permanent Mandates Commission of the League of Nations. The Commission would act as a body of independent experts. Dr. Wilfan expressed the belief that the League Council would appoint an investigating commission to study the problem.
