Funeral services were held today for Reuben D. Franco, executive director of the Zionists-Revisionists of America, who died here yesterday. He was 54. He had returned Friday from a three-week visit to Israel.

A native of Bulgaria, Mr. Franco headed the Betar movement in that country before emigrating to Palestine in 1939. He was on the general staff of the Irgun underground movement, and was active in the Herut party after the establishment of the State of Israel in 1948.
