French Jewish leaders appealed to Soviet President Leonid Brezhnev to allow Soviet Jewry freedom to emigrate and observe their own cultural traditions yesterday in a message marking the end of his two-day state visit to France.

Chief Rabbi Jacob Kaplan led a delegation of the Representative Council of French Jews (CRIF) through a police cordon up to the entrance of the Soviet Embassy where they handed over their letter.
