Germany’s foreign minister said he is deeply disturbed by the state of Israel-Europe ties. Foreign Minister Joschka Fischer, who met Tuesday with Israeli President Moshe Katsav in Jerusalem, called for steps to improve relations, including visits by Israeli officials to Europe. Fischer also called on Israel to boost Palestinian Authority Prime Minister Mahmoud Abbas’ position by easing restrictions on Palestinian civilians.
