Senator Royal S. Copeland, in a report to Secretary of State Cordell Hull on conditions in Palestine, yesterday accused the British Government of responsibility for the political unrest there.

The New York Senator, recently returned from a tour of Palestine in the company of Senators Daniel Hastings and Warren R. Austin, informed Mr. Hull that current disorders, which he said had caused more than a thousand deaths since April 19, were continuing.

In a letter to Mr. Hull, Senator Copeland said the lives of 12,000 Americans in Palestine were endangered by the disorders and urged intervention by the United States with Britain.
