Hurricane relief for parochial schools is not a voucher plan, the Orthodox Union said. The Orthodox Union was responding Monday to civil libertarian and teachers’ groups who maintain that proposals to compensate parochial schools that take in children displaced by Hurricane Rita are a back-door way of introducing school vouchers.
