The question of providing aid for Palestine refugees is one of the problems which must be solved by the General Council of the International Refugee Organization, which opened its first meeting here today. Although the Preparatory Commission for the I.R.O. has been in existence for 21 months, the General Council could not he constituted until the full requirements of the I.R.O. constitution had been met.
