The economic and cultural progress of Palestine and developments there during the past year are exhaustively described in the report of the Mandatory Government to the Mandates Commission of the League of Nations, made public today.
The report, published in a huge volume of 315 pages, declares that illegal Jewish immigration into Palestine has caused the government much concern.
UPSET CALCULATIONS
“The government cannot allow defiance of the law,” the report asserts. “Palestine’s welfare requires the adjustment of immigration to the economic needs both in quality and numbers, but illegal settlers were not selected in both respects, causing disproportion and overcrowding of the professions. It actually did upset the calculations for the periodic assessment of the labor schedule.
“All visa applicants are now warned of the consequences of illegal settlement. Also, the High Commissioner will deduct from the labor schedules a number representing the estimated illegal settlement.”
The government, according to the report, is considering the formation of a statistical office to establish a closer relation between immigration and the absorptive capacity of the country.

Reviewing immigration data, the report states that to relieve German Jews, 3,000 immigration certificates were granted in 1933 in advance of the regular schedules.
