Israel said Palestinian Authority President Yasser Arafat is free to leave his Ramallah headquarters. Arafat is not expected to make a move until six Palestinians wanted by Israel are moved within a day or two from his compound to a prison in the city of Jericho, where their imprisonment will be supervised by U.S. and British officials, according to Palestinian Information Minister Yasser Abed Rabbo.
