Israel today informed the Security Council that it regards the killing of two Israeli soldiers and apparent kidnapping of a third by Egyptian commandos as a situation of “utmost gravity.” In a letter to this month’s Security Council president, Joao Augusto de Araujo Castro of Brazil, Israel termed the Egyptian action Tuesday a planned military attack that was a violation of the Israel-Egypt cease-fire. Israel asked that the letter be circulated as a Council document. Earlier, a spokesman for Secretary-General U Thant said Mr. Thant regards the incident as “serious.” Mr. Thant, the spokesman said, had received a preliminary report on the incident from Lt. Gen. Bull.
