Israeli Cabinet Minister Shimon Peres said the cease-fire understandings he recently worked out with Palestinian Authority President Yasser Arafat are not being upheld. Speaking on Israel’s Army Radio, Peres said the Palestinians will not achieve their political goals through terrorism, but through diplomatic dialogue.
