Israel Radio said the suspect was on his way to the Jewish settlement of Har Bracha and that the device was set to be detonated by a cell phone. In another development, Israeli police said a bomb that went off at a major intersection in Haifa, lightly injuring three police officers, was planted by Palestinian militants.
