Israeli security services thwart more than 85 percent of planned terrorist attacks, Defense Minister Benjamin Ben-Eliezer was quoted as telling the Israeli Cabinet. Ben-Eliezer also said that Israel should continue its policy of targeting would-be terrorists, which he says is forcing them underground.
