The Israeli delegation to the plenary meeting of the International Civil Aviation Organization submitted yesterday a resolution calling for sanctions against countries condoning airline sabotage and the suspension of aerial traffic of implicated nations. The Israelis sought action against “international crimes” such as that of Feb, 21, in which 47 persons were killed in the blowing up of a Swissair jet airliner bound for Israel from Zurich. But the 400 delegates of the other 69 participating nations at the ICAO meeting expressed dismay at the Israeli proposal, terming it politically motivated. They indicated they preferred to approach the problem from a more technical and less personal point of view, noting in that connection that unanimous enforcement would be difficult. Egypt and Syria are also represented here. Israel has also submitted its proposal to the International Federation of Transport Workers and to Interpol, the International Criminal Police Organization.
