Israel’s defense minister unveiled his own plan for peace with the Palestinians. Amir Peretz, leader of Labor, the second largest party in the coalition government, said in a speech Monday that he envisaged a new three-stage rapprochement with moderate elements of the Palestinian Authority stretching over 30 months or more.
