Israel’s “targeted killings” of Palestinian militants could be considered war crimes, a U.N. human rights official said. The opinion by Antonio Cassesse, of the International Criminal Tribunal for the Former Yugoslavia, is part of a petition being filed by human rights groups in Israel to bar the killings temporarily.
