A last minute change resulted in the appointment of Ghitzo Pop, a strong supporter of the Jewish communities law which is obnoxious to the Jews, as under-secretary in the ministry of cults, in place of Professor Andrei, who is an outspoken opponent of the anti-Semitic chieftain, Professor Alexander Cuza. Professor Andrei was named under-secretary of agriculture.

The hope in Jewish circles that the reported appointment of Professor Andrei, who is vice-president of the chamber of deputies, would mean a proper regulation of the Jewish communities law, has now given way to a feeling of disappointment.
