Joseph Handleman, a longtime chairman of the international committee of Magen David Adom, Israel’s relief agency, died Feb. 28 at 99. In his work for the agency, American Red Magen David for Israel, Handleman was instrumental in helping Israel establish its first blood bank, in Ramat Gan.
