Kofi Annan said Israel is often unfairly judged at the United Nations. The U.N. secretary-general, who steps down after 10 years at the end of 2006, told the opening of the 61st General Assembly on Tuesday that the United Nations’ reputation for impartiality would suffer as long as the Israeli-Palestinian conflict continued.
