Teddy Kollek was elected tonight for a third term as Mayor of Jerusalem at the first session of the City Council, with 29 voting in his favor and two abstaining. Unlike the outgoing Council, this Council is not based on a wall-to-wall coalition, but has two opposition members, one of the Merchants List and the other of the Independent Liberals.
However, the new Council, just like the previous one, enables Kollek to govern the capital with relative ease. In his first speech to the new Council, Kollek said that within the framework of “a unified Jerusalem, the capital of Israel,” one had to allow the Arabs a considerable degree of political and social responsibility. “The tolerant policy toward the Arabs,” he said, “proved to be the only correct policy.”
