Acting Secretary-General U Thant stressed today that, for the immediate future, the work of the United Nations would continue to be hampered by failure of some member organizations to pay assessments for the work of such special programs as the United Nations Emergency Force which is stationed between Egypt and Israel.
Mr. Thant referred to the problem in his introduction to the annual report of the Secretary General on the work of the UN for the year beginning June 16, 1961. He declared that “no provision has been made for assessing members for the costs” of such special programs as UNEF “beyond June 30, 1962, and some delay must be realistically anticipated before the members in arrears pay their full assessments.”
The report did not identify the member states in arrears, but all members of the Communist bloc, led by the Soviet Union, have consistently refused to pay any of the costs of UNEF, which has been patrolling the Gaza Strip and the Sharm el Sheikh area on the Gulf of Akaba, since 1956.
