It is believed unlikeky here that the recent request of the World Jewish Congress executive that free emigration of Jews from Libya and the free transfer of their assets will be guaranteed in the Constitution of the new state of Libya, which will come into effect Jan. 1, 1952, despite strong efforts being made by Giacomo Marchino, minorities representative of the United Nations Commission for Libya.
As a result, 3,000 Jews here who have registered for emigration to Israel are wasting no time in making necessary preparations for their departure in the early future. Many of the 4,000 Jews here who have decided to remain in independent Libya are said to be changing their minds. Many of them would leave at once for Israel, it is reported, if they thought they could liquidate their assets and take the proceeds with them to Israel.
