A Government decree restricting the composition and location of refugees’ agricultural colonies has dealt what Jewish circles term a death blow to the plans for settling German exiles on the land.
The Agriculture Ministry’s measure, signed by President Lazaro Cardenas, requires that (1) 80 per cent of workers in a colony be natives, (2) foreigners must settle in areas determined by the Agriculture Ministry, (3) agricultural workers must adopt Mexican citizenship after a specified period, and (4) foreign agricultural workers who leave the land without an acceptable explanation will be deported.
