Motzkin Assails Ica As Undemocratic

The ICA (Jewish Colonization Association) was branded as an undemocratic organization and unfit to assume the task of succeeding the Joint Distribution Committee by Dr. Leon Motzkin, in an address at a meeting of the American “Ort”. Dr. Motzkin has been in this country several weeks in his capacity of Chairman of the Jewish World Relief Conference.

“No one who knows what the ICA is, said Dr. Motzkin will approve of the suggestion that has been made that upon the liquidation of the Joint Distribution Committee’s work in Europe, the remaining activity be turned over to the ICA”. “The Jeint Distribution Committee,” Dr. Motzkin declared, “was amenable to public opinion.

“The ICA” continued Dr. Motzkin, “on the other hand is a radically undemocratic organization, answerable to no one. It is a beaurocratic organization, and carries on its work in a mechanical fashion”.
