Mr. Baker advocated rejection of the pact on the ground of Italy’s role in the Palestine troubles, which he said began with premier Mussolini’s preparations for the Abyssinian War. He pointed out that there was no specific pledge on Palestine in the agreement because Prime Minister Chamberlain could obtain only verbal assurances.
