Brig. Chaim Herzog, first military governor of the Israeli-occupied West Bank of Jordan, declared here this weekend that 23 percent of the Israelis killed in action in the June war had been officers. Speaking at a meeting sponsored by the Anglo-Jewish Association, Brig. Herzog cited the figure to support his statement that one of the principal reasons for Israel’s overwhelming victory was the quality of the leadership of its armed forces.
