Municipalities Empowered to Impose Education Tax (J. T. A. Mail Service)
A draft Ordinance being the product of serious considerations by Government circles during years has just been published in the Official Gazette. The Ordiance relates to the management of educational institutions and contains two parts. The general part establishes regulations concerning the registration, opening of schools and design of schools and licensing of teachers. The second part of the Ordianance proclaims the Municipal and Local Councils as local education authorities and entitles them to impose an education tax on the population. They respective articles read as follows:
He Every Municpal Council and any such Local Council as the High Commissioner shall order shall be a local education authority and shall form a Committee for the purpose of education in the area of the Council A Committee shall be comnposed of members of teh Council forcing it such Government Officers as may be prescribed by Regulation ###. and such other persons as the Council with the approval of the District Commissioner, may think fit.
(I) In a village wires there is no Local Council bus where an nice dare of this Ordinance a school other than a community or private school exists, or wiree at any time the Direct is of ## time a school should be established the Village Anthority shall be the local education authority for such village.
(J) Any local education authority may enter ## an agreement with any Committee of a Community ## the purpose of ### a ### school.

(3) If a local education authority ## to collect a rate edequate to maintain the school or schools within its area, the High Commissioner in Executive Council shall have power to impose and to enforce payment of the messary rate as if it were Government tax.
(4) Where a separe community school exists within the area of a local education authority and no agreement has been made by such authority with the committee of the Community with regard to the maintenance of such community school, the District Commissioner may, subject to the approval of the High Commissioner, allocate to such community school a part of the rate collected by the local education authority, not being greater than the total amount of the rate-payers belonging to the Community.
