The Constituent Assembly of Mesopotamia refused today to ratify the proposed Anglo-Irak treaty, which has been under consideration for a long time. Stormy scenes took place in the Assembly. The majority of the members, however, expressed their unwillingness to ratify the treaty until Great Britain furnishes a written promise to modify some of the points of the treaty concerning the independence of Irak, after the formal ratification is granted.

This action of the Mesopotamian Constituent Assembly is likely to create a serious situation because if no understanding is reached, the entire question of the Mesopotamian mandate iwill have to be referred to the Council of the League of Nations, which will hold its first session June 11th.
