Palestinian Authority President Yasser Arafat appointed a new interim security chief. The appointment of Hakam Balawi, a senior official from Arafat’s Fatah Party, came as P.A. Prime Minister Ahmed Karia is threatening to resign from his post because of a power struggle with Arafat. Karia had favored Nasser Yousef, who sought to wrest control of the security services from Arafat.
