Palestinian gunmen killed four Israelis during ambushes in the West Bank and Gaza Strip. The attacks, which also wounded eight Israelis, prompted an Israeli government spokesman to say that the Palestinians are no longer engaged in a civil uprising, but in “warfare and terrorism.”
