Peace with Israel Depends on Refugee Issue, Egyptian Says

The prerequisite for any negotiations with Israel is a settlement of the Palestine refugee question, Dr. Hilmi Badawi, chairman of the Egyptian delegation to the United Nations General Assembly, said at a luncheon here today given in his honor by the United Nations Correspondents Association,

He made it clear that there would be no improvement in the economic relations between Israel and Egypt until this matter had been settled on a fair basis. In a further elaboration, however, he seemed to indicate that even if there were a settlement of the refugee question, it would not necessarily mean that Egypt would agree to a peace conference on Palestine.
