an electoral system which threatens to deprive the Jewish population of representation in Parliament. This Dr. Thon said later, was not enough. Instead of merely announcing that the Jews will abstain from voting for the constitution, the declaration should have announced that the Jews are definitely protesting against the change in the electoral system, Dr. Thon said.

The new constitution was adopted by a vote of 260 for, 39 against, and 43 abstaining. It converts the Polish Parliament into a mere rubber stamp and practically abolishes the entire democratic value of the Parliament, since it gives the President almost the power of an absolute monarch.

The new constitution will become effective when signed by President Ignatz Moscicki and published in the Official Gazette. It is believed that Marshal Joseph Pilsudski will now become the President of Poland, since the new constitution enables the President to become absolute dictator of the country.
