President Bush said Israel’s security fence “is a problem” and is concerned about Israel’s settlement activities. Speaking at a news conference Tuesday in the White House Rose Garden, Bush said he believed the security fence under construction is a problem to the extent that it makes it “difficult for a Palestinian state to emerge,” and he said he has made his views clear to Israel.
