Julian Amery, a Minister of Housing and life-long Anglo-Zionist, has been named to replace Joseph Godber as Minister of State in the Foreign Office, the second ranking post to Foreign Secretary Sir Alec Douglas-Home in the British diplomatic hierarchy, Amery is a son of the late Leopold Amery, who was a Zionist supporter and the actual author of the Balfour Declaration when he was secretary to the Cabinet during World War I.
